[data-issues] channel ends after station ends

Hi, Philip-
Yes, I knew about this one. The CN network data switched word-order on
1995,243 and the station records
reflect this, but new station records at this boundary were not created.
I will remedy this, but have been having
problems utilizing PDCC. Rob is working on PDCC now, and I hope to get
this remedied this week.
This is, in fact, the reason for the DHI issue, and Sue and I have
talked about this and it's on my plate.
Thanks again for the help. And the XB1996 issue has been cleared up,
where we had an extraneous epoch
for channels from CARO site.
