[data-issues] error getting response via DHI for XF.H0260.01.BHE

Hi

I got a bug report from a sod user that stemmed from there being a
problem with getting the response via DHI for XF02.H0260.01.BHE. You
can test via wily, annoyingly long url below.

I grabbed the response via seismoquery and at first glance it appears
normal, although I didn't look very hard. Not a big deal, just thought
I would pass this on.
