[data-issues] error getting response via DHI for XF.H0260.01.BHE

	Hi Sue-

	Might want to check to see if there is a B54 Stage 9 just before  
that.  For very long coefficient lists, the B54 has to be split, where  
the subsequent blockettes do not contain dictionary references (it's  
kind of a marker).
