[dhi-servers] No instrumentations available from IRIS_NetworkDC

Howdy,

It looks like IRIS_NetworkDC is throwing ChannelNotFound for anything
passed to retrieve_instrumentation.  You can get Wily to try it for
channels in II.PFO at http://tinyurl.com/2qzyk5  The results are the
same for every station in every network I've tried so far.  I created
a Jira issue at http://www.iris.edu/jira/browse/DHI-27
