[dhi-servers] channels outside station's effective time returned by retrieve_for_station

Hi,

When requesting channels from a NetworkAccess using
retrieve_for_station I always get all of the channels for a given
station code even if there are two instances of that station with
different effective times and different sets of channels.

For example, IU.MAJO has one instance from 1990 to 1997 and a second
instance from 1997 to now.  When I call retrieve_for_station with the
first, I get 7 BHZ channels(along with many more channels for other
channel codes).  3 of those BHZ channels are for the station I
requested and have it as their station.  The other 4 channels have the
second station as their station object and aren't active during the
effective time of the requested station.  When I call
retrieve_for_station with the second station I get the same set of
channels with the same station mapping when I should really only get
the 4 for the second station.
