[dhi-servers] IRIS_DataCenter missing BK data

There was an issue reported about missing seismograms.  It turns out  
the DRQ filtering was not working properly.
In some cases it would skip waveforms.

I took out filtering so we won't miss waveforms. There is the  
possibility of duplicate waveforms now until I can get the fix
tested and back online.
