[dhi-servers] anomalous wily behavior

I have lately seen some inconsistent behavior from Wily.   The automatic 
periodic test reported in this latest case that the Archive Server was 
down.  I restarted the server and checked (after a reasonable interval) 
the server status using the link that comes in the wily emails.  It 
continued to report that the Archive Server was down, after repeated 
tests.  The very next automated test, however, reported the server was up.

This was the exact same behavior I saw last week when there was 
apparently a NameServer glitch.  I restarted the server and (again after 
waiting a reasonable interval) checked via the email link.  That 
reported that the nameserver was down and therefore all other services 
were unreachable.  I waited, tried again, restarted the name server 
again, etc. and always the manual test reported the name server down.  
And again, the very next automated test reported the nameserver was up 
and all was good.
