[dhi-servers] anomalous wily behavior

We'll check into it. One thing to keep in mind is that the email
generator and the web interface are separate processes, so the the
fact they don't march in lock step is not necessarily surprising.
However, web wily should be able to accurately determine if servers
are up, and so if it is reporting incorrect results then something is
wrong on our end.
