[dhi-servers] response for UU.HVU. .HHZ

	Hi Philip-

	I think these are generated by two separate pieces of code, the DHI  
one being in Java.  I am not sure of the full intended functionality  
of the DHI response interface.  Seems to just be concerned with  
sensitivity for scaling purposes.  Sue is away from her desk today,  
but hopefully she can respond to this question soon.
