[dhi-servers] DHI service restored

Looks like it has already gone down again.  I restarted a client that was
using POND and though it worked for a little while, the same "
org.omg.CORBA.TRANSIENT: Retries exceeded, couldn't reconnect to
128.95.166.129:17607" started popping up as it had earlier.
