[dhi-servers] DHI dropout reports from Wily

	Investigation has been underway to explain recent DHI outages  
reported by Wily.  We currently believe that network degradation of  
the fiber-optic system at USC can be attributed to the reported  
outages, indicating brief network disconnects at the Wily server  
located there.  HTTP ping failures reported by Wily would support this  
possibility.

	IRIS DMC is continuing to examine its systems for possible  
contribution to the problem, though no direct connection has yet been  
found.
