I'm going to reboot the network server.  This will enable a new  
version of the network server which changes the behavior of  
instrumentation when a missing B53 is encountered.  The previous  
version set the units to unknown and the transfer type to COMPOSITE.   
The new version will create a new blockette 53 like so:

Where the units in are the units out from the previous blockette and  
the units out are the units in from the following blockette.
