[SAC-HELP] Question od information of header SAC

Hello all,

I've started to read SAC2000. There are some explain to header of SAC in 
website:
http://www.llnl.gov/sac/
Which I did not understand.
I have an file SAC for example:
2002.185.16.01.21.5363.G.ECH.00.VHE.D.SAC
when I've seen the header this file :        NPTS = 10547
        B = 3.310000e-04      : Is it time begining at 16:01:21.536  or 
not ?

can I do ?
