[webservices] problem with RESP service

Currently, the RESP service appears to be out of order. All queries are coming back with:
HTTP Error 500: Internal Server Error
Sorry - Something Bad Happened: Listener refused the connection with the following error: ORA-12505, TNS:listener does not currently know of SID given in connect descriptor The Connection descriptor used by the client was: dbserv1.iris.washington.edu:1521:iris
