[webservices] will the real stationXML please stand up

The revised sample XML files are online at 
http://www.data.scec.org/xml/station/. The CI stations and the CI.BAR 
channels are still under the same name. The response XML has been 
renamed to http://www.data.scec.org/xml/station/samples/CI_BAR_BH_resp.xml.
