[webservices] DMC services offline for system maintenance on March 17th, one hour expected

Hello WS users,

On Monday, March 17th the DMC will be performing internal storage system upgrades that necessitate all of our services being offline.  

The work is scheduled to start at 22:00:00 UTC (14:00:00 Pacific) and is expected to last up to one hour.

Please plan accordingly regarding your web services requests and thank you for your patience.
