[webservices] Services briefly unavailable during upgrade on Tuesday, January 13th

Reminder: this maintenance is starting soon.  In order to make this as smooth as possible for users, with many automated scripts, starting at 10:55am (18:55 UTC) we will disable new connections to the services.  This will allow the current connections to complete before the network maintenance commences and terminates all existing connections.

We will update this thread when all services are back online.
